To configure Windows VM to run act_runner on reboot, just have to add a shortcut to the .exe in:

C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp

With the Target:

cmd /C "C:\path\to\act_runner-main-windows-amd64.exe" daemon

Can also set Run to Minimised.
